About this publication

The Journal of Ocean Governance in Africa (JOGA) is now operated under the editorship of the South African International Maritime Institute (SAIMI). The journal is subject to a blind peer-review process. JOGA covers a wide range of topics relevant to ocean governance in Africa, including, but not limited to, marine spatial planning, small-scale fisheries governance, seabed mineral legislation, marine environmental law, maritime transportation, and the application of international ocean law frameworks in African contexts.

Originally established as “Amalwandle Ethu: Journal of Ocean Law and Governance in Africa”, the publication was renamed in 2020 to the Journal of Ocean Governance in Africa to eliminate any suggestion that it might focus primarily on ocean law by removing the word ‘law’ from the title. JOGA serves as a vital platform for advancing scholarly discourse on ocean governance issues that are particularly relevant to African coastal and island states.

This 2025 edition begins a new chapter in the journal’s history, with the South African International Maritime Institute (SAIMI) firmly committed to strengthening JOGA as the premier platform for African ocean governance scholarship. The 2025 edition of JOGA marks the resumption of publication following a transitional period. This brief hiatus allowed SAIMI to assume editorial stewardship and implement restructuring to maintain the highest standards of scholarly publishing.
